Resumen
La presente investigación tiene como objetivo principal analizar y evaluar los impactos socioeconómicos del Sistema de Trasvase Choclococha en la actividad ganadera y piscícola de las unidades productivas en las comunidades alrededor del proyecto pertenecientes a los distritos de Pilpichaca y Santa Ana en Huancavelica. Con relación a la actividad ganadera, se diseñó un modelo de producción que hizo posible calcular el efecto promedio del tratamiento sobre la comunidad tratada (ATT) mediante el método de Propensity Score Matching. En el caso de la actividad piscícola, se estimó la variación en el ingreso neto entre el grupo de control y el grupo de tratamiento utilizando el método basado en precios de mercado. Los resultados muestran que, el valor económico total de las externalidades generadas por el sistema de trasvase Choclococha es la suma de la pérdida de ingresos netos por la producción piscícola (S/. 111 210 por año), y la producción ganadera (S/. 345 280 por año), ascendiendo a un total de S/. 456 490 al año.
The main objective of this research is to analyze and evaluate the socioeconomic impacts of the Choclococha Water Transfer System on livestock and fish farming activities in the communities surrounding the project, located in the districts of Pilpichaca and Santa Ana in Huancavelica. With regard to livestock activity, a production model was designed that made it possible to estimate the average treatment effect on the treated (ATT) using the Propensity Score Matching method. Regarding the fish farming activity, the difference in the net income derived from the activity between the control and treatment group was evaluated using market price method. The evidence highlighs that the total economic value of the externalities generated by the Choclococha inter-basin water transfer is the sum of the loss of net income from fish production (S/. 111,210 per year), and livestock production (S/. 345, 280 per year), amounting to a total of S/. 456, 490 per year.
