El conflicto Conga, la populización de la demanda por agua : los escenarios políticos y la perennización del conflicto, 2010-2013

Resumen
La investigación de tesis aborda el proceso que ha seguido la demanda por agua en el Conflicto por el Proyecto minero Conga, expresada en el discurso del Comando Unitario de Lucha, un colectivo de la sociedad civil de Cajamarca que ha propuesto a lo largo de tres años diversas acciones y estrategias para reclamar el agua. El estudio se apoya en una metodología cualitativa, a partir del ordenamiento de hechos en una línea de tiempo del conflicto, elaborada en base a los reportes mensuales de la Defensoría del Pueblo sobre conflictos sociales, los pronunciamientos del Comando Unitario de Lucha, las noticias publicadas en torno al caso, difundidos por medios de comunicación escritos y entrevistas a los actores. Los escenarios en los que discurre el conflicto han sido identificados como sigue: escenario jurídico-administrativo, escenario de disputa de saberes técnico –cultural, y el escenario de la protesta o escenario de lo político. La investigación, identifica además, las respuestas dadas a la demanda por agua, por parte de la Empresa Yanacocha y el Estado peruano. Se concluye que la situación de perennización del conflicto tiene que ver con el modo como responde el poder hegemónico (Empresa y Estado) a la población; dicha perennización, no obstante, va a lograr un tímido avance hacia lo que algunos llaman “profundización de la democracia”, a partir de una situación de disenso y conflicto.
Thesis research addresses the process followed by the demand for water in the conflict by the mining project Conga, expressed in the speech of the Unitary Command Control, a group of civil society of Cajamarca has proposed over three years various actions and strategies to reclaim water. The study is based on a qualitative methodology, from the ordering of events in a timeline of the conflict, developed based on the monthly reports of the Ombudsman on social conflicts, the pronouncements of the Unitary Command Struggle, published news surrounding the case, disseminated by print media and interviews with the actors. The scenes in which runs the conflict have been identified as follows: legal and administrative scene, cultural scene dispute technical knowledge, and the scene of the protest or stage of politics. The research also identifies the responses to the demand for water by the company Yanacocha and the Peruvian government. It is concluded that the situation of perpetuation of the conflict has to do with the way he responds hegemonic power (Company and State) to the population; this perpetuation, however, will achieve a timid step towards what some call "deepening democracy" from a situation of disagreement and conflict.
