Resumen
La investigación tuvo como objetivo principal determinar los factores que influyeron en el proceso de implementación de medidas de prevención ante el covid-19 en los mercados de abastos por parte de la Municipalidad Distrital de San Martín de Porres en el año 2021. La metodología fue de enfoque cualitativo, método de estudio de caso y alcance fenomenológico, el instrumento fue una guía de entrevista semi-estructurada y el análisis documental, se consideraron 10 participantes entre funcionarios gerenciales, operativos y comerciantes. En ese sentido, se concluyó que la respuesta municipal se caracterizó por una organización ágil y adaptativa, que mediante la conformación de equipos interáreas y la sectorización territorial permitió traducir las disposiciones normativas en procesos concretos de fiscalización y acompañamiento. Este modelo intergerencial reflejó aspectos del enfoque gerencial, priorizando la gestión de operaciones, el control de resultados y el fortalecimiento de capacidades, aunque se vio limitado por la escasez de recursos humanos y financieros. Aun así, la implementación generó valor público en prevención, coordinación y legitimidad, consolidando la importancia de combinar eficacia técnica con sostenibilidad social.
The main objective of the research was to determine the factors that influenced the process of implementing COVID-19 prevention measures in food markets by the District Municipality of San Martín de Porres in 2021. The methodology followed a qualitative approach, with a case study method and phenomenological scope. The instrument used was a semi-structured interview guide along with documentary analysis, considering 10 participants including managerial officials, operational staff, and merchants. In this regard, it was concluded that the municipal response was characterized by agile and adaptive organization, which, through the formation of inter-area teams and territorial sectorization, allowed the translation of regulatory provisions into concrete processes of oversight and support. This inter-managerial model reflected aspects of a managerial approach, prioritizing operations management, results control, and capacity building, although it was limited by the scarcity of human and financial resources. Nevertheless, the implementation generated public value in prevention, coordination, and legitimacy, consolidating the importance of combining technical efficiency with social sustainability.
