Seguridad y soberanía alimentaria en el marco del régimen alimentario neoliberal: Huánuco y la vulnerabilidad frente a la inseguridad alimentaria

Resumen
El hambre se ha constituido en la última década uno de los problemas más importantes a nivel mundial. Desde que las Naciones Unidas se pusieran como meta eliminarla, diferentes plataformas (como el Programa Mundial para la Alimentación y la Organización de las Naciones Unidas para la Alimentación y la Agricultura) y esfuerzos se han generado sin poder lograr su cometido. Por el contrario, el índice de subalimentación se ha incrementado. El propósito de esta investigación es presentar la vulnerabilidad a la que se encuentra expuesta la población frente a la inseguridad alimentaria en el Perú a partir del estudio de la región Huánuco en el marco del régimen alimentario y la gestión pública. Así, presentaremos el impacto de este régimen y las alternativas locales que surgen para contrarrestar la inseguridad alimentaria desde la soberanía alimentaria. Finalmente, esperamos que la investigación promueva un debate público en torno a la problemática que estamos presentando y visibilice los espacios alternativos que se están configurando a su alrededor.
Hunger has become one of the most important problems worldwide in the last decade. Since the United Nations set the goal of eliminating it, different platforms (such as the World Food Program and the Food and Agriculture Organization of the United Nations) and efforts have been generated without being able to achieve their mission. On the contrary, the rate of undernourishment has increased. The purpose of this research is to present the vulnerability to which the population is exposed to food insecurity in Peru from the study of the Huánuco region within the framework of the food regime and public management. Thus, we will present the impact of this regime and the local alternatives that arise to counteract food insecurity from food sovereignty. Finally, we hope that the research will promote public debate around the problem that we are presenting and make visible the alternative spaces that are being configured around it.
