La importancia de la distinción entre ideas adecuadas e inadecuadas de Baruj Spinoza para fortalecer la ciudadanía digital en la era de la inteligencia artificial

En su Ética demostrada según el orden geométrico, Baruj Spinoza señala que en la medida que se tienen ideas inadecuadas, necesariamente se padecen algunas cosas (Parte III, Prop.1). De esto se sigue que cuantas más ideas inadecuadas o confusas se tengan, más reprimirán éstas la potencia de actuar del cuerpo (Parte III, Prop.13). Dado el caso, la desconfianza que susciten las herramientas basadas en IA en la ciudadanía (por malas experiencias o temores infundados) se reflejará en cierta resistencia o rechazo a su uso. Y como se señala en la Política Nacional de Transformación Digital al 2030 aprobada en julio de 2023 por el Gobierno del Perú, un problema público actual es el bajo ejercicio de ciudadanía digital, por lo que las preocupaciones en torno a la IA podrían excluir aún más a las personas de los beneficios que puede acarrear el uso de estas tecnologías. Por tal motivo, en este trabajo se sostendrá que la perspectiva filosófica de Spinoza expuesta en su Ética puede favorecer el fortalecimiento de la ciudadanía digital mediante una mejor comprensión de la distinción entre ideas inadecuadas e ideas adecuadas, así como de los afectos que éstas generan en relación con la IA.
In his Ethics Proved in Geometrical Order, Baruj Spinoza points out that as long as one has inadequate ideas, one necessarily suffers some things (Part III, Prop. 1). From this it follows that the more inadequate or confused ideas one has, the more these will repress the body's power to act (Part III, Prop. 13). Therefore, distrust of AI-based tools among citizens (due to bad experiences or unfounded fears) will be reflected in some resistance or rejection of their use. And as pointed out in the National Digital Transformation Policy to 2030 approved in July 2023 by the Government of Peru, a current public problem is the low exercise of digital citizenship, so concerns about AI could further exclude people from the benefits that the use of these technologies could bring. For this reason, this work will argue that Spinoza's philosophical perspective as presented in his Ethics can contribute to strengthening digital citizenship through a better understanding of the distinction between inadequate and adequate ideas, as well as the affects they generate in relation to AI.
