Resumen
través del estudio “De una Experiencia Educativa Exitosa a una Política en la
Agenda del Gobierno ¿Es posible?” se intenta determinar las condiciones que influyen en
el tránsito de una experiencia educativa hacia una política; o las condiciones que permitan
incorporar y/o mantener el tema educativo como un tema de agenda permanente a nivel de
un gobierno local en un ámbito rural. Para tal fin se seleccionó un caso relevante1 en
Andarapa-Apurímac.
Para el tratamiento de la investigación, el estudio considera el análisis de casos desde
el enfoque narrativo propuesto por Barzelay y Cortázar; centrado en el episodio y en los
eventos. El balance general del estudio brinda elementos concretos sobre la posibilidad del
tránsito de una experiencia a una política de gobierno, y su mantenimiento -por un tiempoen
la agenda. Se establece dicha posibilidad en la medida que la autoridad se encuentre
sensibilizada, acceda a resultados de la experiencia, comprometa sus planes y presupuestos,
y mantenga una vinculación estrecha con los actores que son parte de la experiencia. En este sentido, el rol de los emprendedores de política es clave. Si este proceso se debilita, la experiencia deja de ser parte de una política de gobierno.
Through the study called "From a successful educational experience to a policy in the government's agenda. Is it possible?", we attempt to determine the conditions that influence the transition of an educational experience into a public policy; or the conditions that allow for the incorporation and/or maintaining of educational matters as permanent issues on a local government agenda in a rural area. A relevant case located in AndarapaApurímac was selected2 for that purpose. In the conduction of the research, the study considers the case analysis from the proposed Barzelay and Cortázar narrative approach; focused on episodes and events. The overall balance of the study provides concrete elements regarding the possibility for an effective transition from one experience to a government policy, and its continuance -for a while- on the agenda. This possibility occurs if the authority is sensitized, if he/she has access to the results of the experience, if he/she commits planning and budgetary resources and maintains close links with the actors who are part of the experience. In this regard, the role of policy entrepreneurs is key: if this process weakens, the experience ceases to be part of a government policy
