dc.description.abstractEn la presente tesis, se describe qué factores inciden en la reforma del Estado, a través un análisis de las teorías que explican los cambios en el Estado y del Plan de Gobierno Abierto del Perú 2014-2016. Los resultados de esta investigación muestran que son cinco los factores en dos planos que inciden en el cambio del Estado: el primer plano es el de la decisión. En este, la élite política y el contexto internacional/nacional actúan a favor de la acción o la inacción frente al cambio; la élite política es la fuerza de articulación de poder para el cambio; el contexto internacional/nacional representa las condiciones favorables o desfavorables para la mudanza. El segundo plano es el de la implementación. En este, se debe considerar la naturaleza del cambio, la infraestructura institucional y a los actores sociales. La naturaleza del cambio puede ser simple o compleja; la infraestructura institucional puede ser consistente, o no, para sostener el cambio, mientras que los actores sociales pueden estar comprometidos o desligados del cambio. Por consiguiente, al ponderar en forma positiva o negativa cada uno de los cinco factores, se puede establecer el grado de viabilidad de una reforma del Estado.es_ES
dc.description.abstractIn this thesis, it is described what factors affect the reform of the State, through an analysis of the theories that explain the changes in the State and the Open Government Plan of Peru 2014-2016. The results of this investigation show that there are five factors in two planes that affect the change of the State: the first level is that of the decision. In this, the political elite and the international / national context act in favor of action or inaction in the face of change; the political elite is the force of articulation of power for change; The international / national context represents favorable or unfavorable conditions for moving. The second level is the implementation. In this, the nature of the change, the institutional infrastructure and the social actors must be considered. The nature of the change can be simple or complex; Institutional infrastructure may or may not be consistent to sustain change, while social actors may be committed or detached from change. Therefore, by positively or negatively weighing each of the five factors, the degree of viability of a State reform can be established.en
