Abstract

This study analyzes the influence of public investment on human development across the districts of the department of Apurímac during the period 2010–2019. The main hypothesis posits that public investment positively influenced distrital human development throughout this timeframe. To test this hypothesis, static panel data models were estimated using both fixed and random effects specifications. The empirical results support the main hypothesis, confirming that public investment has a positive and statistically significant impact on the Human Development Index (HDI) of the districts in Apurímac. Furthermore, the results indicate that this impact is greater in rural districts than in urban ones. When disaggregating investment types, per capita economic public investment yields a positive and statistically significant impact on the HDI, whereas per capita social public investment—despite exhibiting a positive coefficient—shows no statistical significance. Additionally, the findings demonstrate that the fragmentation of the project portfolio into small-scale interventions negatively affects the HDI and its underlying components. Finally, the implementation of the National System for Multiannual Programming and Investment Management (Invierte.pe) is confirmed to have had a favorable effect on the HDI and its dimensions across the districts of Apurímac.
