Resumen
Esta investigación tiene como objetivo diseñar un sistema de gestión socioeducativa del riesgo de desastres y escuela resiliente para orientar el desarrollo de este proceso desde diferentes instancias de gestión del sector educativo en Perú: las instituciones educativas, las unidades de gestión educativa local (UGEL), las direcciones regionales de educación (DRE) y Ministerio de Educación. La investigación se desplegó desde un paradigma sociocrítico, enfoque cualitativo, y método fenomenológico-hermenéutico. Se utilizaron técnicas como la entrevista y focus group que permitieron identificar categorías emergentes relacionadas a: gestión e innovación educativa, política educativa, formación y financiamiento de la gestión del riesgo en educación, centrado en los actores y necesidades del contexto. La gestión socioeducativa del riesgo de desastres y escuela resiliente es una propuesta de vocación y compromiso social, que puede implementarse desde la gestión institucional, pedagógica y comunitaria, con la participación conjunta de la comunidad educativa y aliados estratégicos de diferentes sectores, basado en una política educativa contextualizada y transversal; ello hace posible el logro de una escuela resiliente como soporte esencial de una institución trascendente.
The aim of this research is to design a socio-educational disaster risk management system and a resilient school to guide the development of this process from different management instances that belong to the Peruvian education sector: educational institutions, local educational management units (UGEL), regional education directorates (DRE) and Education Department. The research was deployed from a social and critical paradigm, qualitative approach, and phenomenological-hermeneutic method. Techniques such as interviews and focus groups were used to identify emerging categories related to educational management and innovation, educational policy, training, and financing of risk management in education, focused on the actors and needs of the context. The socio-educational management of disaster risk and resilient school is a proposal of vocation and social commitment, which can be implemented from institutional, pedagogical and community management, with the joint participation of the educational community and strategic allies from different sectors, based on contextualized educational policies; this makes possible the achievement of a resilient school as an essential support of a transcendent institution.
