La importancia de las relaciones interpersonales en la percepción de los valores institucionales priorizados y las conductas no éticas en diez gobiernos subnacionales del Perú, recogidas en el proceso de elaboración de códigos de conducta, entre el 2017 y 2019

Resumen
El presente trabajo presenta los resultados del análisis de la información recogida en el proceso de elaboración participativa de Códigos de Conducta en 10 Gobiernos Subnacionales en seis regiones del Perú, los cuales fueron elaborados con asistencia técnica del Programa GFP Subnacional de la Cooperación Suiza – SECO, del 2017 al 2019. En ese sentido, se ha analizado, aplicando métodos estadísticos, en qué tipos de relaciones impacta de forma preponderante los valores considerados prioritarios por las/os servidoras/es civiles consultadas/os en este proceso, así como respecto de las conductas consideradas como no éticas por estas/os.
De esta manera, los resultados muestran que las relaciones interpersonales son preponderantes en la percepción de las/os servidoras/es civiles, tanto a nivel de valores institucionales como de conductas no éticas; en ese sentido, se encuentra que, en cuanto a los valores institucionales, existe una asociación entre aquellos valores vinculados a las relaciones interpersonales y aquellos que escapan a lo establecido en el Código de Ética de la Función Pública. Se concluye que las relaciones interpersonales son relevantes para configurar la percepción de las/os servidoras/es civiles, siendo casi nulo el estudio de lo entendido como ético en la función pública desde la perspectiva de las/os actores más relevantes del Estado.
This paper presents the results of the analysis of the information collected in the process of participatory development of Codes of Conduct in 10 subnational governments in six regions of Peru, which were developed with technical assistance from the Subnational GFP Program of the Swiss Cooperation - SECO, from 2017 to 2019. In this sense, it has been analyzed, by applying statistical methods, in which types of relationships the values considered a priority by the civil servants consulted in this process have a preponderant impact, as well as the behaviors considered as unethical by them. Thus, the results show that interpersonal relationships are predominant in the perception of civil servants, both at the level of institutional values and unethical behaviors; in this sense, it is found that, in terms of institutional values, there is an association between those values linked to interpersonal relationships and those that do not comply with the concepts stablished in the Civil Service Code of Ethics. It is concluded that interpersonal relationships are relevant in shaping the perception of civil servants, and that there is almost no study of what is understood as ethical in the public service from the perspective of the most relevant actors in the State.
